Commissioner Todd Johnson

Public Utilities Commissioner 

Commissioner Johnson has a lifelong commitment to community service. He served in the U.S. Army and the South Dakota National Guard. After returning home to Pierre, he volunteered with the Pierre Fire Department as an Airport Rescue Firefighter and contributed to local youth initiatives such as Teen Court and Capital Area CASA.

Johnson is married to Teresa (Ulmen) Johnson, a fellow Pierre native and a teacher in the Pierre School District. Together, they raised five children—Tyler, Tanner, Trey, Tess, and Tate—all graduates of T.F. Riggs High School.

While raising his children, Johnson remained active in the community, volunteering with the Boys and Girls Club, the YMCA, Pierre and St. Joseph schools, and the Capital Area Soccer Association.

His law enforcement career began in 2009 at the Hughes County Jail. In 2010, he was promoted to Deputy Sheriff by Sheriff Mike Leidholt and completed basic law enforcement training. Two years later, he joined the Pierre Police Department as a patrol officer, where he served as a School Resource Officer, DARE instructor, Training Officer, and Entry Team member.

Johnson currently serves as the District Safety Coordinator for the Pierre School District, working to fulfill the district’s mission “to cooperatively inspire all students to achieve their potential.”
