The City of Pierre regular session on May 29, 2012 at 5:30pm with Commissioners Goodman, Harding, Huizenga, and Mehlhaff present for roll call. Mayor Gill was absent. Gordon Koch and Bob Voeltz signed the guest register.

 

The Pledge of Allegiance was recited followed by invocation.

 

The Agenda was approved as amended. Under Consent Calendar, New Hire Seasonal Park - Jay Schlaak was added.

 

Candice Kritz presented the National Stars of Life Award to Paul Green from American Medical Response. This is a national award from Washington DC.

 

Commissioner Goodman moved and Commissioner Huizenga seconded to approve the consent calendar which consisted of 1) Minutes- Regular Meeting May 22, 2012; 2) Pawn Broker Business License – Money Station; 3) New Hire Seasonal Park – Jay Schlaak $9.00. Unanimous approval.

Leon Schochenmaier, City Administrator, presented follow-up information on the Fairway Drive Drainage Project from last week’s meeting. Leon explained that City staff went back and reviewed the initial project that began with a complete assessment of drainage on Fairway Drive as a result of the Flood. After meeting with neighbors and explaining the complete drainage improvement proposal, comments indicated that some were not interested in drainage changes at their residence and some expressed concerns about this being the best use of City funds. As a result of those comments, the project was scaled back to the proposal presented last week. Staff have gone back and created a project that falls between the complete drainage repair project and the 9 proposed changes presented last week. The three options are: A – 10 driveways replacement of metal pipe with concrete pipe and approximately 1,500 square yards of ditch cleaning estimated $43,400; B – 29 driveways (all residents that might be interested after asking each one specifically) replacement of metal pipe with concrete pipe and approximately 4,148 square yards of ditch cleaning estimated $118,300; C – Comprehensive drainage rehabilitation and replacement of existing pipe with 18” pipe estimated $335,000. Leon explained that Option B would include a survey to each resident to create the exact number of driveways to be included in the project. After that number was established, the bid proposal would be created. Commissioner Huizenga commented that after visiting with residents this past week that several are not interested in the comprehensive project. Commissioners Mehlhaff and Harding commented that they also have heard similar comments. Commissioner Huizenga moved and Commissioner Goodman seconded to authorize City staff to request bids for Option B as presented after surveying residents and compiling results of participating residents. Unanimous approval.

 

This being the time and place set for the public hearing to consider the Malt Beverage and Wine License for Carin Hayn at Hillsview Golf Course, Commissioner Harding opened the meeting. Carin commented that she plans to have similar operations as have been at the Clubhouse in the past, serving beer and wine. Police Chief Bob Grandpre commented that they have met with Carin and discussed the environment and will continue to work with Carin as her business plan develops. Being no one else present to comment, Commissioner Harding closed the meeting. Commissioner Goodman moved and commissioner Mehlhaff seconded to approve the Malt Beverage and Wine Licenses for Carin Hayn at Hillsview Golf Course. Unanimous approval.

 

Mind Cheap, Recreation Director, presented information on the City Pool scheduled to open June 4th. There are no changes to the pool hours of operations or fee structure. A new inflatable play feature has been added to the pool that includes a slide and platform.

 

Commissioner Mehlhaff moved and Commissioner Goodman seconded to adjourn. 6:20pm Unanimous approval.
