The City of Pierre regular session on April 10, 2012 at 5:30pm with Commissioners Goodman, Harding, Huizenga, Mehlhaff and Mayor Gill present for roll call.

 

The Pledge of Allegiance was recited.

 

Mayor Gill recited a proclamation for National Public Safety Telecommunications Week. Edie Jenniges, Communications Supervisor, accepted the proclamation and introduced Cindy Gross, Communications Officer, who has been with the Department for almost 7 years. Mayor Gill and Commissioner Harding thanked Edie and all the dispatch staff for all their hard work and dedication.

 

Commissioner Huizenga moved and Commissioner Goodman seconded to approve the consent calendar which consisted of 1) Minutes- Regular Meeting April 3, 2012; 2) New Hire Water Seasonal – Basil O’Day $14.50; 3) Monthly Financial Summary. Unanimous approval.

 

Mindy Cheap, Recreation Director, presented an update on the 2012 Summer Recreation Programs.

 

Mayor Gill presented a Resolution to appoint Leon Schochenmaier, City Administrator, as the Agent for the Hazard Mitigation Grant Application process. Commissioner Huizenga moved and Commissioner Mehlhaff seconded to approve Resolution 2471. Unanimous approval.

APPOINTMENT OF APPLICANT AGENT

For the Hazard Mitigation Grant Program (HMGP)

WHEREAS, the City of Pierre (Applicant) is submitting a

Hazard Mitigation Grant project to the Federal Emergency Management Agency and the State of South Dakota; and

WHEREAS, the City of Pierre (Applicant) is required to appoint an Applicant Agent for the purpose of signing documents and assuring the completion of all application documents;

NOW THEREFORE BE IT RESOLVED that the City of Pierre

(Applicant) appoints Leon Schochenmaier, City Administrator, as the authorized Applicant Agent.

Twila Hight, Finance Officer, presented Ordinance #1693 a Supplement to the 2012 Budget. Twila explained that this is a result of the carryover process, which consists of items that were budgeted in 2011 and were contracted or obligated by year-end but were not completed before the authority expired on December 31st. One item was an addition to the 2012 Budget. It was not included in the 2011 Budget. Airport Improvement Funding is available to purchase 2 pieces of equipment with only 2% city funds needed. The total authority requested is $1,234,450 with $446,950 needed from unobligated reserves. Mayor Gill explained that tonight we are looking for first reading and then one week will be allowed for public comment and the Ordinance will come back for consideration on April 17th. Mayor Gill asked for the Ordinance to be placed on the web site for public comment. Commissioner Mehlhaff gave Ordinance #1693 first reading.

 

Twila Hight, Finance Officer, provided the 2012 Quarterly Report for March 31, 2012. The report will be available on the Finance Office web site.

 

Mayor Gill provided an update on the E911 Center and explained that as a result of the Commission’s direction for Departments to review current operations for efficiency and look for availability of partners to increase efficiencies, the City’s Public Safety Answering Point (PSAP) has begun discussions regarding operational efficiencies that might be available between the City and the State. Both entities operate major operations centers with similar structure and purpose.

 

Commissioner Harding moved and Commissioner Goodman seconded to adjourn for Executive Session for Legal Issues under SDCL 1-25-2 (3), (4). 6:30pm Unanimous approval.

 

Commissioner Mehlhaff moved and Commissioner Huizenga seconded to reconvene. Unanimous approval.

 

Commissioner Goodman moved and Commissioner Huizenga seconded to adjourn. 7:15pm Unanimous approval.
