Pierre Park & Recreation Advisory Board
May 27, 2010

Present: Pastor Brad Urbach (Chair), Tom Farnsworth, Tom Rounds, Brenda Goeden, Ann Lewis, DeWayne Donaldson, Doug Hofer, Mindy Cheap and Commissioner Jeanne Goodman
Guests: Blaine Brakke (summer intern) and Art Smith
Pastor Brad Urbach called the meeting to order at 4:00PM. Mindy Cheap introduced the Summer Recreation intern, Blaine Brakke.
Old Business:
- Disc Golf: Art Smith with Lake Sharpe Disc Golfers gave a report on the cost of installation of tee pads at Steamboat Park. The Club plans to ask businesses and individuals to sponsor the pads. Tom Farnsworth said that the missing baskets will be replaced by the City. The Board encouraged the Club to proceed as planned.
- YMCA South Patio Project: DeWayne Donaldson and Tom Farnsworth reported that they are getting estimates from contractors and hope to begin the construction this year.
- Capitol Creek Grant (RTP): Mr. Farnsworth reported that a grant application was submitted and he is waiting to hear if it’s been approved.
- LWCF Grant Opportunity: Mr. Farnsworth plans to apply for this grant. The funds, if approved, will be used to replace playground structures.
- Sports Field Lights: Mr. Farnsworth reported that an analysis was conducted and found that two bases need to be repaired.
- State Hershey Track Meet: Mindy Cheap reported that Pierre has been chosen as the site for both the 2011 & 2012 meets.
- Surveillance Cameras: Mr. Farnsworth reported that two cameras will be added to the exterior of the Boys & Girls Club.
- Soccer Field: Tom Rounds reported that he will be meeting with a member of the Capital Beautification Committee next week.
- Sports Complex-East Field Improvement: Mr. Farnsworth reported that the goal is to create more green space and eliminate the old asphalt. He is getting bids for the concrete and hopes to begin project in August. This is a budgeted item.
- Off-Leash Area: Mr. Farnsworth reported that the City Commission approved of the Board’s recommendation. Signs will be erected soon.
- Walking Trail/Bike Path: Mr. Farnsworth reported that Phase II, from Bristol Place to Wal-mart, has begun.
- Fire Truck Museum: The Fire Chief has informed Mr. Farnsworth that they are in the process of accepting bids from contractors for placement of the pad.
New Business:
- Bike Racks: Anne Lewis reported that one of the Chamber of Commerce Beautification Committee’s goals to is have more bike racks around the community, especially at businesses. Ms. Cheap says that this is also a goal of Project ACHIEVE.
- Policy For Naming/Renaming Park Facilities: Mr. Farnsworth handed out the policy that Rapid City has. He asks that the Board look it over and give him direction as to whether Pierre should adopt a similar policy or not.
- Other: Pastor Urbach would like the Board to consider themes in playgrounds at city parks. This will be discussed during the next meeting; Mr. Farnsworth announced that June 12 is “Get Outdoor Day” in Pierre. An article will be in tomorrow’s newspaper regarding activities planned on that day. The City will also be holding a special clean up activity that day and volunteers are welcome.
- YMCA Report: Mr. Donaldson reported that their summer programs are full, the front flower beds have been planted and now they are concentrating on parking lot safety issues, plus searching for funding sources on their playground idea.
- Summer Recreation Program: Ms. Cheap reported that their were some glitches in the outdoor pool that have been addressed and it is planned that it will open on June 1. She handed out information regarding Summer Recreation registration totals. Numbers for 2010 summer recreation are ahead of 2009.
