Article 1 BOUNDARIES, WARDS AND PRECINCTS

Section 2-1-101. Designating city limits and legal boundaries.

            The following are the limits and boundaries of the City of Pierre, as laid out and established:

      Beginning at a point where the north line of Section 30-111-79 intersects the Missouri River; thence east along the north line of Sections 30, 29, 28 and 27 to the west line of the SE 1/4 of the SW 1/4 of Section 22-11-79; thence north along the said west line to the north line of the SW /4 of the SE 1/4 of the SW 1/4 of Section 22-111-79; thence east along the said north line to the southwesterly side of Lot A in the W 1/2 of the SE 1/4 of the SW 1/4 of Section 22-11-79; thence northwesterly 29.45 feet along the southwesterly side of said Lot A to the west corner of said Lot A, thence northeasterly 30.0 feet along the northwesterly side of said Lot A o the west line of the NE 1/4 or the SE 1/4 of the SW 1/4 of Section 22-111-79; thence north along the said west line to the north line of the south 140 feet of the NE 1/4 of the SE 1/4 of the SW 1/4 of Section 22-111-79; thence east along the said north line to the north-south centerline of Section 22-111-79; thence south along the said north-south centerline to the north line of Section 27-111-79; thence east along the north line of Section 27-111-79 and Section 26-111-79 to the north-south centerline of Section 26-111-79; thence westerly along the northerly line of State Highway 34 Right of Way to the north-south centerline of Section 2-110-79; thence south along the north-south centerline of Section 2-110-79 to the northerly line of Lot 1, Hillsview Subdivision; thence southeasterly along the said northerly line to the east line of Lot 1, Hillsview Subdivision; thence south along the east line of Lots 1 and 2, Hillsview Subdivision to the northerly line of Lot 9, Hillsview Subdivision; thence southeasterly along the said northerly line of Lot 9, Hillsview Subdivision and Lots 1 and 25, Fairway Subdivision, to the east line of Fairway Subdivision; thence south along the said east line of Fairway Subdivision to the south line of Lot 14, Fairway Subdivision; thence west along the said south line of Lot 14, Fairway Subdivision, to the east right of way line of Fairway Drive; thence south along the said east right of way line of Fairway Drive to the south line of Lot 13 (extended), Fairway Subdivision; thence west along the said south line and south line of Lot 13, Fairway Subdivision to the west line of the E 1/2 of the SE 1/4 of Section 11-110-79; thence south along the said west line to the Missouri River; thence northwesterly along the easterly bank of the Missouri River from the said west line of the E 1/2 of the SE 1/4 of Section 11-110-79 to the place of beginning.

Section 2-1-102. Division of the city into voting precincts - designation of precinct boundaries.

Precinct #21

All of that portion of the city located and situated southerly of the main line of the Dakota, Minnesota & Eastern Railway Company, bounded by a line beginning at the center line of Jackson Avenue extended and the main line of the Dakota, Minnesota & Eastern Railway Company, thence south along the center line of Jackson Avenue extended to the bank line of the Missouri River, thence northwesterly along the bank line of the Missouri River to the main line of the Dakota, Minnesota & Eastern Railway Company, thence east along the centerline of the Dakota, Minnesota & Eastern Railway Company to the place of beginning.

Precinct #23

All of that portion of the city located and situated southerly of the main line of the Dakota, Minnesota & Eastern Railway Company, bounded by a line beginning at the intersection of the main line of the Dakota, Minnesota & Eastern Railway Company and the east line of the city limits, thence south along the east line of the city limits to the bank line of the Missouri River, thence northwesterly along the bank line of the Missouri River to the center line of Jackson Avenue extended, thence north along the center line of Jackson Avenue extended to the main line of the Dakota, Minnesota & Eastern Railway Company, thence east along the center line of the Dakota, Minnesota & Eastern Railway Company to the place of beginning.

Precinct #24

All of that portion of the city located and situated northerly of the main line of the Dakota, Minnesota & Eastern Railway Company, bounded by a line beginning at the intersection of the main line of the Dakota, Minnesota & Eastern Railway Company and the center line of Tyler Avenue extended, thence north along the center line of Tyler Avenue extended to the center line of Capitol Avenue, thence east along the center line of Capitol Avenue to the center line of the US Highway 14 and 83 bypass, thence north along the center line of the US Highway 14 and 83 bypass to the center line of Elizabeth Street, thence east along center line of Elizabeth Street extended to the east line of the city limits, thence south along the east line of the city limits to the main line of the Dakota, Minnesota & Eastern Railway Company, thence west along the main line of the Dakota, Minnesota & Eastern Railway Company to the place of beginning.

Precinct #26

All of that portion of the city located and situated northerly of the main line of the Dakota, Minnesota & Eastern Railway Company, bounded by a line beginning at the intersection of the main line of the Dakota, Minnesota & Easter Railway Company and the center line of Tyler Avenue, thence north along the center line of Tyler Avenue to the center line of Capitol Avenue, thence west along the center line of Capitol Avenue, to the center line of Harrison Avenue, thence north along the center line of Harrison Avenue to the center line of Broadway Avenue, thence west along the center line of Broadway Avenue to the center line of Madison Avenue, thence north along the center line of Madison Avenue extended to the center line of Fourth Street, thence west along the center line of Fourth Street to the center line of Washington Avenue extended, thence south along the center line of Washington Avenue extended to the main line of the Dakota, Minnesota & Eastern Railway Company, thence east along the centerline of the Dakota, Minnesota & Eastern Railway Company to the place of beginning.

All of that portion of the city located and situated northerly of the main line of the Dakota, Minnesota & Eastern Railway Company, bounded by a line beginning at the intersection of the main line of the Dakota, Minnesota & Eastern Railway Company and the center line of Washington Avenue, thence north along the center line of Washington Avenue extended to the centerline of Elizabeth Street, thence west along the center line of Elizabeth Street to the center line of Central Avenue, thence south along the center line of Central Avenue extended to the main line of the Dakota, Minnesota & Eastern Railway Company, thence west along the centerline of the Dakota, Minnesota & Eastern Railway Company to the place of beginning.

Precinct #29

All of that portion of the city located and situated northerly of the main line of the Dakota, Minnesota & Eastern Railway Company, bounded by a line beginning at the intersection of the main line of the Dakota, Minnesota & Eastern Railway Company and the center line of Central avenue, thence north along the center line of Central Avenue to the center line of Elizabeth Street, thence west along the center line of Elizabeth Street to the bank line of the Missouri river, thence south along the bank line of the Missouri River to the main line of the Dakota, Minnesota & Eastern Railway Company, thence west along the center line of the Dakota, Minnesota & Eastern Railway Company to the place of beginning.

Precinct #30

All of that portion of the city located and situated south of the north line of the city limits, bounded by a line from the intersection of the north line of the city limits and the center line of US Highway 14 and 83 truck bypass, thence south along the center line of US Highway 14 and 83 truck bypass to the center line of Fourth Street, thence west on the center line of Fourth Street to the center line of Washington Avenue extended, thence south along the center line of Washington Avenue extended to the center line of Elizabeth Street, thence west along the center line of Elizabeth Street to the center line of Central Avenue, thence north along the center line of Central Avenue extended to the north line of the city limits, thence east along the north line of the city limits to the place of beginning.

Precinct #31

All of that portion of the city located and situated south of the north line of the city limits, bounded by a line from the intersection of the center line of Central Avenue extended and the north line of the city limits, thence south along the center line of Central Avenue extended to the center line of Elizabeth Street, thence west along the center line of Elizabeth Street extended to the bank line of the Missouri River, thence north along the bank line of the Missouri River to the north line of the city limits, thence east along the north line of the city limit to the place of beginning.

Precinct #32

All of that portion of the city located and situated within the following described boundaries: beginning at a point at the center line of Fourth Street and the center line of Madison Avenue extended, thence south along the center line of Madison Avenue extended to the center line of Broadway Avenue, thence east along the center line of Broadway Avenue to the center line of Harrison Avenue, thence south along the center line of Harrison Avenue to the center line of Capitol Avenue, thence east along the center line of Capitol Avenue to the center line of Taylor Avenue, thence north along the center line of Taylor Avenue to the south line of Lot 17, Block 1, Cactus Heights Addition, thence west along the south line of Lots 15 through 17, Block 1, Cactus Heights Addition and the south line of Dimmick’s Outlot 1 to the center line of Harrison Avenue which is the east line of Section 34-111-79, thence north on the east line of Section 34-111-79 to the center line of Fourth Street, thence west along the center line of Fourth Street to the point of beginning.

Precinct #33

All of that portion of the city located and situated within the following described boundaries: beginning at a point where the center line of Capitol Avenue and the center line of Taylor Avenue intersect, thence north to the south line of Lot 17, Block 1, Cactus Heights Addition, thence west along the south line of Lots 15 through 17, Block 1, Cactus Heights Addition, and the south line of Dimmick’s Outlot 1, to the center line of Harrison Avenue, thence north/northeasterly on the center line of Harrison Avenue to the south line of Block 19, Cactus Heights Addition, thence east along the south line of Block 19, Cactus Heights Addition, to the west line of Ramse Addition, thence north along the west line of Ramse Addition, to the north line of Ramse Addition, thence east along the north line of Ramse Addition extended to the north/south center line of US Highway 14 and 83 truck bypass, thence south along the center line of US Highway 14 and 83 truck bypass to the intersection of the east/west center line of Capitol Avenue, thence west along the center line of Capitol Avenue to the point of beginning.

All that portion of the city located and situated within the following described boundaries: beginning at a point of the intersection of the east line of Section 34-111-79 and the center line of Harrison Avenue, thence east along the center line of Harrison Avenue to the south line of Block 19, Cactus Heights Addition, thence east along the south line of Block 19, Cactus Heights Addition, to the west line of Ramse Addition, thence north on the west line of Ramse Addition to the north line of Ramse Addition, thence east along the north line of Ramse Addition extended to the center line of US Highway 14 and 83 truck bypass, thence north along the center line of US Highway 14 and 83 truck bypass to the center line of Elizabeth Street, thence east along the center line of Elizabeth Street extended to the east line of the city limits, thence north and west along the east line of the city limits to the north line of the city limits, thence west along the north line of the city limits to the center line of US Highway 14 and 83 truck bypass, thence south on the center line of US Highway 14 and 83 truck bypass to the center line of Fourth Street, thence west on the center line of Fourth Street to the east line of Section 34-111-79, thence south on the east line of Section 34-111-79 to the point of beginning.
