OFFENSES AGAINST PROPERTY
Sections 8-3-101 to 199, inclusive. Offenses against property - general provisions.
Section 8-3-101. Unlawful to interfere with, injure or deface public property.
It shall be unlawful for any person to climb on or in any manner interfere with any building, reservoir, well, water tower, bridge or any structure belonging to the city without being authorized so to do by the proper officers or authorities. It shall be unlawful for any person to injure or deface any public structure in any manner.

Section 8-3-102. Unlawful to interfere with, injure, deface, obstruct or move any traffic sign, signal or parking meter.
No person shall interfere with, injure, deface, obstruct or move any official traffic sign or signal or parking meter.

Section 8-3-103. Unlawful to deface, remove, alter or interfere with sign or card posted by the city.
No person shall deface, remove, alter or interfere with any sign, signboard, or card placed, posted or erected by the city.

Section 8-3-104. Unlawful to place advertising on any telegraph, telephone or electric light post or to place any writing, pictures or advertising material on any sidewalk, crosswalk or pavement.
No person shall put up, erect, post or suffer to remain so placed, any sign, poster, notice, or other advertising matter, upon any telephone, telegraph, or electric light post in the city.
No person shall paint, print, write, or post or any manner upon any sidewalk, pavement or crosswalk in the city, any letters, words, figures, signs, pictures, notices or advertisements of any kind.
Provided, however, that the city commission of the city of Pierre may, in their discretion, grant permission to erect or post signs upon application therefore by a non-profit civic group, and provided that the city commission of the city of Pierre may, in their discretion grant permission to erect and fasten flag holders on parking meter posts, also the placing of flags in such holders on such days as may be determined by said city commission.
Exceptions for political signs and temporary road construction and warning signs in the public right-of-way are addressed in Section 12-14-109.

Section 8-3-105. Unlawful to interfere with, injure, break or jar any electric light, telephone, telegraph or fire alarm system, cable television system or emergency warning system pole, post or apparatus or to climb such poles or posts.
No person shall interfere with, injure, break or jar any electric light, telephone, telegraph, fire alarm system, cable television system or emergency warning system, post or pole or apparatus or climb any telegraph, telephone, electric light or fire alarm pole without being properly authorized to do so.

Section 8-3-106. Unlawful to interfere with city engineer in the discharge of his duties or to move or displace any stake, monument or bench mark.
No person shall interfere with the city engineer in any manner while engaged in his official duties; nor shall any person move or displace any stake, monument, or benchmark fixed or located by him or his assistants.

Section 8-3-107. Unlawful to make connection with any conductor of gas, water or electrical energy or to interfere with meter registering the same.
No person shall, without lawful authority, connect or cause to be connected with any main service pipe, wire or other conductor of any gas, water or electrical energy, any pipe, wire or other device for the purpose of obtaining gas, water, or electrical current therefrom; nor shall any person connect or cause to be connected, with any meter installed for the purpose of registering the amount of gas, water or electricity supplied to any customer, any pipe, wire or other device or disconnect, change or in any manner interfere with any such meter or any pipe, wire or appliance connected therewith so that such meter will not measure or register the full amount of gas, water or electricity supplied to any customer.

Section 8-3-108. Unlawful to injure, destroy or deface any tree, shrub, plant or grass in any public place or to injure or destroy the same when belonging to another.
No person shall willfully injure, destroy, or deface any tree, shrub, plant or grass in any public place.
No person shall willfully injure or destroy any cultivated fruit or vegetables, ornamental trees, shrubs, hedges, vines or flowers, nor injure or carry off any of the products thereof which are the property of another.

Section 8-3-109. Unlawful to injure, destroy, or interfere with the property of another person.
No person shall willfully damage, deface, break, destroy, burn, cut, mark or interfere with the property of the city or of another person.

Section 8-3-199. Violation of article as misdemeanor - penalty.
Any person, firm, or corporation convicted of a violation of any of the provisions of this article is guilty of a second class misdemeanor and subject to fine and imprisonment as provided by section 1-3-101.
