Section 7-6-101. Creation of a Recycling Program.

            The City of Pierre hereby creates a recycling program. Consumers are encouraged to recycle all recyclable materials through the programs and facilities provided by the city and by various recyclers throughout the city. The City also encourages businesses and governmental agencies to adopt recycling programs and/or work with private recyclers to accomplish their recycling objectives.

Section 7-6-102. Fees.

            Consumers are required to pay a fee to undertake this recycling program. The owner or occupant of a premises connected to the City of Pierre residential electrical service, shall pay a flat fee for the purpose of underwriting the cost of collection, transportation, and disposition of recyclable materials, and to subsidize the cost of other recycling projects.

            The fee will be set by the City Commission on a periodic basis, recorded in the minutes and placed on file with the schedule of fees for other landfill charges.

            The effective date of this ordinance and the fees created hereby shall become effective January 1, 1998.
