ARTICLE 1 - NAMES AND NUMBERS ON STREETS AND AVENUES

Sections 6-1-101 to 199, inclusive. Names and numbers on streets and  avenues - general provisions.

Section 6-1-101. Names of streets and avenues.

The names of the streets, avenues and alleys of the city shall be known and designated by those names shown upon the several plats of the divisions and subdivisions of the city within its corporate limits, as filed and on record in the office of the register of deeds in and for Hughes County, South Dakota, except as to those streets for which names have been changed by ordinance since said plats were so filed and recorded, and as to such streets, they shall be known and designated by their names as stated in each of the ordinances amending the plats filed and incorporated by reference herein.

That the name of a portion of Elizabeth Street, from the west line of Lakewood Drive to approximately 225 feet west, be and the same is hereby changed to Woodriver Quay.

That the name of Elizabeth Street, from Lincoln Avenue to U.S. 14-83 Truck Route, and a portion of Lincoln Avenue from Elizabeth Street to 1000 feet south, be and the same is hereby changed to Flag Mountain Drive.

That the name of Robinson Avenue from U.S. Highway 14-83 to Sixteenth, be and the same is hereby changed to Saunders Avenue.

That the name of Eighteenth Street from Duluth Avenue to the east line of Grandview Addition, be and the same is hereby changed to Grandview Street.

That the name of Illinois Street, from the north line of Cabot Street to the south line of Fourth Street, be and is hereby changed to Governors Drive.

That the name of South Dakota Highway 34, from the east line of Jackson Ave. to the east line of Lowwell Ave., be and is hereby changed to E. Wells Ave.

That the name of E. Missouri Ave., from the west line of Jefferson Ave. to the east line of Jackson Ave., be and is hereby changed to E. Sully Ave.

Section 6-1-102. Base lines for numbers.

 Capitol Avenue shall constitute the base line for all numbering on the streets or avenues running north and south and Pierre Street and Grand Avenue shall constitute the base line for all numbering on the streets or avenues running east and west.

Section 6-1-103. Designation of streets by direction from base lines.

 All lots, parts of lots, parcels of land, houses and places of business located on those portions of any street or avenue extending north and south and being north of the Capitol Avenue base line shall be known and designated as north, and all south of the Capitol Avenue base line shall be known and designated as south, and all located on all those portions of any street or avenue extending east and west and being east of Pierre Street and the Grand Avenue base line shall be known and designated as east and all west of the Pierre Street and Grand Avenue base line shall be known and designated as west.  An north, south, east or west designation shall be placed before the proper name of the street or avenue such as "West Capitol Avenue" or "North Highland Avenue."

Section 6-1-104. Lots to be numbered.

All lots, parts of lots and parcels of land abutting on any street or avenue shall be numbered.

Section 6-1-105. Frontage numbering in business district.  (REPEALED)

Section 6-1-107. Numbering scheme on streets.

On all streets the numbers shall run in consecutive order alternating from one side of the street to the other.  The odd numbers shall be on the south side of east and west streets and on the west side of north and south streets.  The numbers shall run one hundred to each block or distance between two street intersections on the same street.  Where the streets intersect but do not cross, the numbers shall run to a street intersecting on both sides of the street being numbered.  The respective blocks located upon the streets which do not intersect the base lines shall bear the hundred number of the corresponding number of the corresponding block nearest the same location on the nearest street extending in the same direction which does not intersect the base lines.

Section 6-1-108.  Numbers required on buildings.

All buildings erected or fronting on any street, avenue, place or alley shall have a number conspicuously placed thereon as provided by this chapter.

Section 6-1-109. Type of numbers required on buildings.

The number plate placed upon any building shall be not less than three inches in height so as to be easily seen from the street.  The city will furnish number plates together with holders at the expense of the property owners.

Section 6-1-110. Unlawful to tamper with numbers on buildings.

It shall be unlawful for any person to remove, alter or deface any number assigned and placed as aforesaid or to retain an improper number or to substitute and display any number other than the one given by virtue of the preceding sections.

Section 6-1-111. Failure to place number on building - cost assessed against owner or lessee of the property.

If the owner or lessee of any building shall fail or refuse to place a number or replace a number when necessary, the commission may cause a notice to be personally served or served by registered mail on the owner or lessee to the last known address ordering him to place or replace the number.  In case of failure to comply with such notice within ten days from date of service, the commission shall cause the same to be done and assess the cost thereof against the owner of the property numbered.
