Section 1-1-101. Title and scope.
This ordinance containing chapters 1 to 13, inclusive, and appendix A, shall be known and may be cited as the "Revised Ordinances of the City of Pierre, South Dakota, 1990", and shall be treated and considered as a new and comprehensive original ordinance which shall completely supersede the ordinance in revision number 845, 1970, and 645, 1956, and known and referred to as the "Revised Ordinances of the City of Pierre, South Dakota, 1970, and 1957 respectively, and all other general and permanent ordinances through and including ordinance number 1263, 1990, passed by the city commission prior to the fourteenth day of August, 1990, except such as are by reference thereto expressly saved from repeal or continued in force and effect for any purpose.
Revision of Ordinance 1265 was updated through Ordinance No. 1285 on August 8, 1991.
This revision may also be known and cited as the "Code of Ordinances of the City of Pierre, South Dakota, 1990", and any reference thereto or to "this code" or "the code" or "code" within this ordinance shall refer to this revision.
This revision, for purposes of internal notes or references, prosecutions or otherwise for purposes of abbreviation, may be cited as "Revision of Ordinance 1990."

Section 1-1-102. Amendments.
Any addition or amendment to the Revised Ordinances of the City of Pierre, South Dakota, 1990, when passed in such form as to indicate the intention of the commission to make the same a part hereof, shall be deemed to be incorporated in this revision so that reference to the Revised Ordinances of the City of Pierre, South Dakota, 1990, shall be understood as including them. All ordinances hereafter passed shall have a title indicating the nature and object thereof.

Section 1-1-103. City Finance Officer to Maintain Copies of Code.
The city finance officer shall maintain a copy of the Revised Ordinances of Pierre, South Dakota, 1990, in his office. This copy shall be so preserved by the city finance officer that any and all amendments to, or general ordinances affecting, said revision will be shown by appropriate marginal notes. The purpose of this provision is to insure the maintenance in the office of the city finance officer of a master copy of the revision in which shall be shown any and all changes which have taken place since the publication thereof.
In determining whether or not any ordinances hereafter passed, or any part thereof, shall be noted in the copy of the revision so preserved by the city finance officer, and in determining the form of the marginal note and its location, if any doubt arises, the city finance officer shall be guided by the advice of the city attorney or his assistants.

Section 1-1-104. Numbering of sections.
Each section number in this code shall consist of three component parts separated by dashes, the first figure referring to the chapter number, the next figure following the first dash referring to the article number within the chapter, and the figure following the second dash referring to the position of the section within the article.
Certain articles, in order to facilitate referencing and amendment, are further subdivided by the sequential arrangement of two or more closely related sections into series of numbers. In these cases, the first of the three numbers following the second dash signifies the number assigned to each such series.
Section. 1-1-105. Numbering of additions.
The decimal numbering system shall be used for all additions to this code. When a chapter or article is to be added and it most logically fits between two existing chapters or articles, the said new chapter or article shall be given a decimal character. All decimal characters shall run consecutively to the right of the respective decimal beginning with the figure 1.
From and after the passage of this code, all ordinances and resolutions, upon submission to the commission for action thereon, shall bear a serial number beginning with the then current number and continuing consecutively in the order of their respective submissions; and, for the purpose of maintaining and keeping this code in such condition that the same will show all ordinances of a permanent and general nature passed up to date at any time, all ordinances of a permanent and general nature which, upon their passage, the commission intends to include in and make a part hereof, shall before passage, be submitted to the city finance officer for a revision number in order that such ordinance may be inserted under its proper number and in its appropriate place herein when printed and distributed for supplementation of this code.
In case any ordinance is passed without being so numbered, the city finance officer, before the next regular meeting of the commission, shall see that the same is given a proper number.
This section is to be liberally construed for the purpose of avoiding confusion in numbering of chapters, articles and sections of this code and shall not be deemed a limitation upon the powers of the commission.
Section 1-1-106. Catchlines of sections.
The catchlines of the several sections of this revision printed following the section number are intended as mere catchwords to indicate the contents of the section and shall not be deemed or taken to be titles of such sections, nor as any part of the section, nor, unless expressly so provided, shall they be so deemed when any of such sections, including the catchlines, are amended or re-enacted. This section shall not apply to any sections on licenses where headings name the type of license.
Section 1-1-107. Revision as evidence.
Any printed copy of the Revised Ordinances of the City of Pierre, South Dakota, 1990, containing a printed certificate of the mayor and the city finance officer as to the correctness of such revision shall be received in evidence in any court for the purpose of proving the ordinances therein contained, the same and for the same purpose as the original ordinances, minutes or journals would be received.
